The functions and tasks of the Secondary Education Department are stipulated in the Decision No. 2077/QD-BGDDT dated 19/6/2017 of the Minister of Education and Training defining the functions, tasks, powers and organizational structure of the unit assisting the Minister in implementing the state management function under the Ministry of Education and Training, and cited as follows:
Helping the Minister implement state management of secondary education, including lower secondary schools and high schools.
II. TASKS AND POWERS:
1. Secondary education programs
a) Promulgating the regulations on the standards and procedures for development of general education programs; organizing and operating the National Council for Assessment of General Education Programs; prescribing the standards and procedures for compiling general education textbooks; organizing and operating the National Council for Assessment of General Education Textbooks;
b) Promulgating the secondary education programs; organizing the evaluation of high school textbooks; approving textbooks for use in secondary education institutions; guiding the selection of textbooks in secondary education institutions;
c) Guiding the implementation of the contents of the secondary education programs; teaching equipment, reference materials; methods and forms of teaching organization; testing and assessing the learning outcomes of high school students; inspecting and evaluating the implementation of the secondary education programs, the quality of secondary education and the universalization of lower secondary education.
2. Assurance of secondary education quality
a) Coordinating to build, guide, inspect and evaluate the implementation of regulations on assurance and control of the quality of secondary education; coordinating to manage and direct the organization of exams and contests of subjects for high school students;
b) Guiding the fostering of secondary managers and teachers to improve professional capacity.
3. Organization, school activities
a) Promulgating, guiding and examining the implementation of the charters, regulations on organization and operation of secondary education establishments;
b) Promulgating, guiding and examining the implementation of the regulations and standards of various types of secondary education establishments.
c) Formulating, guiding and inspecting the recruitment of lower secondary and high school students; vocational education, distribution of student flows.
