The Primary Education Department

The functions and tasks of the Primary Education Department are stipulated in the Decision No. 2077/QD-BGDDT dated 19/6/2017 of the Minister of Education and Training defining the functions, tasks, powers and organizational structure of the unit assisting the Minister in implementing the state management function under the Ministry of Education and Training, and cited as follows:


Helping the Minister implement state management of primary education.


1.  Primary education programs

a) Promulgating the general education programs at primary level; organizing the evaluation of primary school textbooks, approving textbooks permitted for use in primary education establishments; guiding the selection of textbooks in educational institutions that implement primary school education programs;

b) Guiding the implementation of the contents of the primary education programs; teaching equipment, reference materials; methods and forms of teaching organization; checking and evaluating the learning results of primary students;

c) Checking and evaluating the implementation of primary school education programs, quality of education and universalization of primary education.

2. Assurance of primary education quality

a) Coordinating to build, guide, inspect and evaluate the implementation of regulations on the standards to ensure and verify the quality of primary education;

b) Guiding the fostering of primary managers and teachers to improve professional capacity.

3. Organization, school activities

a) Promulgating, guiding and examining the implementation of the charters, regulations on organization and operation of primary education establishments;

b) Promulgating, guiding and examining the implementation of the regulations and standards of various types of primary education establishments.

4.  Performance of other tasks assigned by the Minister.
