The functions and tasks of the Organization and Personnel Department are stipulated in the Decision No. 2077/QD-BGDDT dated 19/6/2017 of the Minister of Education and Training regulating the functions, tasks, powers and organizational structure of the units assisting the Minister in implementing the state management function under the Ministry of Education and Training, and cited as follows:
Helping the Minister perform state management of organizational structure and management of civil servants, employees and laborers of the subordinate units and units under the Ministry.
II. TASKS AND POWERS:
1. Organization of the apparatus
a) Developing the functions, tasks, powers and organizational structure of the Ministry, the subordinate units of the Ministry and non-business public units under the bureaus, offices, project management units, schemes and programs, school councils, management councils, interdisciplinary coordination organizations; the regulations on organization and operation of national universities, regional universities and member higher education institutions;
b) Appraising the records; appraising the practicality of projects of establishment, reorganization, merger, division, separation, renaming, transformation and dissolution of higher education institutions, pedagogical colleges, campuses of universities and other organizations within the Ministry's state management scope;
c) Performing administrative reform and democratic regulation at grassroots level. Guiding the functions, tasks, powers and organizational structure of provincial education and training departments, district education and training departments. Conducting state management over associations and social organizations, non-governmental organizations operating in the field of education and training; journals, publishers in educational and training institutions in accordance with the laws.
2. Planning, recruitment, appointment, dismissal, rotation and evaluation of personnel
a) Advising the planning of the positions of Minister, Vice Minister. Carrying out the planning of leadership and management positions under the authority of the Ministry;
b) Approving the list of job positions, official structure according to professional titles and the number of officials of the non-business public units under the Ministry among the total number of officials assigned; assigning civil servant payrolls to units under the Ministry; guiding and organizing the recruitment, use and management of civil servants, employees and laborers of the subordinate units of and units under the Ministry according to regulations; elaborating the regulations and organizing the implementation of the process of appointment, dismissal, rotation, transfer and Secondment of civil servants and employees under the Ministers' authority according to regulations; appointing and managing officials working in educational cooperation with foreign countries;
c) Guiding and organizing the evaluation of civil servants, employees and laborers of the subordinate units of and the units under the Ministry according to regulations.
3. Training and retraining and implementation of policies for civil servants, employees and laborers
a) Developing plans and organizing the implementation and inspection of the training and retraining of public servants, officers and laborers;
b) Organizing the promotion of ranks / classes, transfer of ranks/ classes, salary and allowances according to the regimes of salary, insurance, pension, extension of working time and other policies for civil servants, officers and laborers of the subordinate units of and the units under the Ministry according to laws;
c) Guiding and inspecting the asset declaration of civil servants, officers and laborers of the subordinate units of and the units under the Ministry; managing the records of civil servants, officers and laborers according to regulations.
